| With the high-speed development of our country economy, most areas of our country are transferring the industries from the developed region to the underdeveloped region.This has proved to be a major solution to bridge the development gaps between developed and underdeveloped regions. There are abundant theories about the role of government in attracting, selecting, absorbing and developing the industries and consequently booming the economy.The price proved that, the government of the "Four Asian Tigers" played an active role In the industries transfer tide worldwide. After the reform and opening up, the industry practice tells us to undertake in most regions of the eastern China, in undertaking the industrial transfer in the process of government also play a leading role.Due to the absence of market economy knowledge, the lack of industries accumulation and the bad infrastructure, few industries has been transferred to the middle and west region of China and thus result in the status quo of underdevelopment. Nowadays, there comes a new industries transfer tide, how the government should play its role and develop the region in the reshuffling time? The dissertation focuses on this subject and take an example of Government of Rongxian, Guangxi.The dissertation consists of five chapters. The 1st chapter is a pilot, which mainly elaborates on the background, objectivity and methodology. The 2nd chapter introduces industries and its transfer, as well as the functions of the government. The 3 rd chapter analyzes the current situation of Rongxian, Guangxi to undertake the eastern industrial transfer. The 4th chapter combining with practice in Rongxian brought out the analysis of problems and causes of government undertake the eastern industrial transfer process; The 5th chapter is the theory of new public service is presented based on the government in undertaking the eastern industrial transfer functions in the process of optimization countermeasures. |
