Research On Social Organizations Undertaking Transfer Of Government Functions In The Domain Of Public Service

At present, the economic and social structure is in the process of transition, where thegovernment is confronted with many complex problems such as the reform of the politicalsystem, the transformation of government functions and the sharp contradiction betweensupply and demand of public service. Meanwhile, as an important social force, the socialorganization is gradually flourishing, and by virtue its own nature and advantages, plays amore and more considerable role in the field of public service, becoming the significantcarrier to undertake the transformation of government functions.This article combines theory and practice of analysis of exposition. According to thelocal practice of Guangdong, Shanghai and correlation theory, the thesis analyzes the reasonsand status that the social organizations undertake the transformation of the government publicservice function. Although social organizations of our country undertaking the transferring ofgovernment public service function has obtained certain results, the following problems stillexist: unsound institutional foundation；imperfect social organizations ability；undertakingactivities lacking sustainability and so on. The thesis analyzes the research statues of socialorganizations in our country to undertake the transferring of government public servicefunction as well as the practice of other countries, and puts forward some countermeasures ofsocial organizations in our country to undertake the transferring of government public servicefunction: first, improve the relevant policies and regulations； second， strengthen theconstruction of social organization’s ability； third， perfect the mechanism of governmentpurchase public services to social organizations； fourth， improve the assessment andmonitoring system；fifth，improve the government incentives for social organization；sixth，strengthen the long-effect mechanism of government responsibility.
