Network Anti-corruption: The Beginning、Dilemma And Solution

In the year of 2003, the Supreme People’s Procuratorate started to build the network platform.then,with the establishment of a series of folk network platforms.the basic concept of anti-corruption has been accepted by the public.With the development of network technology and social media,Network anti-corruption started to play the real role.Under the guidance of government policy and the support of the public, the network anti-corruption entered a golden period(from 2008 to 2012).The public exposed the corruption behaviors of a large number of officials through the network.The words such as "biaoshu","leigong", "fangshu" have became the network hot search terms. The network anti-corruption became a hot topic at that time.However, the role of network anti-corruption was just for the time being.The efficiency of anti-corruption began to decline,as time went on.The final result was the network anti-corruption became a double-edged sword,with the successful case was less and less after the year 2012. We must think of the way of network anti-corruption,in this difficult period.well known corruption was widespread in the primary stage of socialism in China.The essence of network anti-corruption is a way of the public use the rights of supervision and administration.In the new social background and technical background, is the network anti-corruption a coincidence or an inevitable result?How to seek the reasonable position for network anti-corruption and to make it play a long-term effect?These are the focus of this paper.In addition to the introduction, this paper will be divided into several parts as follows:The first part is about the corruption and the network anti-corruption,the purpose is to make the conception clear and determine the research object;The second part is about the reasons of network anti-corruption,the purpose is to analysis the internal and external factors of the occurrence of network anti-corruption.Because there is an unquestionable link between network anti-corruption and its social reality and historical background.The third part is about the analysis of three typical cases,finding more realistic for network anti-corruption through the analysis of the Pattern, the process and the result.The fourth part is about the negative effect dilemma of the network anti-corruption,the purpose is to find the reason of the dilemma and search the way to solve it.The fifth part is about trying to combine the network anti-corruption into the government’s anti-corruption strategy system,in view of the fact that the the new requirements and new features of our country.Not only think about the the location,the function and the strategy,but also analysis the factors of the policy guidance, legal norms and education etc.The ultimate goal is building a sustainable and effective way for the long term development of network anti-corruption.
