With the development of China’s urbanization, the rural community turns up under the background of the "Village-to-Community" process. As a special type of transitional community, the "Village-to-Community" process will be faced with many unpredictable problems in the process of community construction and community governance. Different from the traditional village autonomy in China and modern urban community management pattern, community governance has its own uniqueness. Researches show that the lifestyle and production type have changed significantly in the process of transformation from traditional village governance to community governance, so has the community governance system, governance subject and governance methods in different degrees. Besides many successful transformations, problems are unable to be neglected.This paper demonstrates the community governance transformation condition concerning the "Village-to-Community"-Taking Wuli Community, Dezhou as an example. This paper argues that great changes have taken place in terms of rural governance along with the establishment of community and the diversification of farmers’ demand. The traditional village governance pattern is unitary. After the "Village-to-Community", the rural community governance diversified, proposing new requirements on governance system and competence. Governance subjects also diversified who proactively participated in community management. Accompanying the development of science and technology, community governance patterns diversified. However, researches show that rural community governance subjects and patterns at present are still relatively unitary and the governance effect is not ideal. Community can not meet people’s diversified needs, especially community service. During the process of community governance transformation, the problem of insufficient management capacity is obvious.The paper aims at discussing reasons and solutions to unsuccessful governance transformation in terms of governance subjects, patterns and effects. On the one hand, the community could not live up to members’expectations about services and functions and community governance appears with a strong color of village governance; Community governance subject, on the other hand, is unitary and residents lack motivations for participating in market and social activities. In fact, the community is only operating in accordance with their responsibilities as a government structure instead of attracting residents’ proactive participation. Thirdly, community governance gives priority to administerization and is still exploring governance types such as cooperation, service-orientated and information-centered types. Therefore, the ideal governance mode can only be achieved through innovations in two aspects of governance subject and governance patterns.
