Transformation And Creation: "Village To Habitat" Community Governance Research

The eighteenth Congress of the Communist Party of China clearly put forward the concept of new urbanization, and proposed to improve the speed of urbanization as the primary task. Then our country entered the peak of urbanization,as of January 2017,China's urbanization rate has reached 57.35%. China's urbanization has made remarkable achievements, but also caused a lot of problems, such as urban land increasingly tense,the shortage of urban resources, the lack of urban labor force and the widening gap between urban and rural areas. The community construction of "village to community is not only able to provide a large number of urban land,but also to provide adequate labor for urban construction and urban development needs of various resources. Therefore, the"village to home" construction, in the nature of things, become the preferred path of urbanization in china. The so-called "village to village" is the process of rural residents.The change in the village construction is not only the demolition and renovation, but also has a complex and complicated system, it involves many aspects, such as the landless peasants employment problem,social security problem and how the community governance,community governance is the core issue of "change in the village community construction. At present, the academic community has put forward different governance models for the community governance of "village to community", and has not formed a unified governance model. In this case, the author analyzes the selected cases from different angle,and hopes to further explore the community governance based on the existing data.In this case, Meng is located in the suburb of Zhengzhou. As a suburb of the city, it is a microcosm of China's rapid urbanization,has its particularity. This paper adopts case study and field investigation obtain the "village to community" related information, and summed up the change in the community after Meng showing the new features and problems, combined with the case study background of community governance problems,put forward a new idea of community governance. The second part of this paper focuses on the whole process of the construction of "village to village", and analyzes the phenomenon in this process. The third part of the article mainly expounds the characteristics of the Meng community, and it is worth mentioning that these five characteristics of rural communities and urban communities do not have the five. The fourth part of the article is mainly to analyze the challenges brought by the new characteristics of the community, and analyze the new dilemma of community governance. The fifth part of the article discusses the new ideas of community governance, and the author puts forward the idea of community governance combined with the community characteristics and community plight.
