Benefits Related And The Effective Autonomy: Comparative Study Between Village And Group

As the grass-roots social governance system of farmers’ initiative in our country, villagers’ autonomy had played an important role in arousing the enthusiasm of farmers, improving farmers’ democratic consciousness, promoting the development of social political and economic in a certain period of time. The village committee, which is the basis of villagers’ autonomous organizations, however, are gradually reduced to complete the task of township government. the autonomy function is strongly suppressed, the growth space of the villagers’ autonomy is becoming smaller and smaller, the villagers’ interests is hard to maintain and develop. Especially after the reform of taxes and fees, most of the village has no other source of income, the village public affairs and public welfare are unable to be solved for lacking of money. In these cases, it is urgent to implement a direct democracy, making the villagers manage themselves and exploring the effective form of villagers’ autonomy. So under what conditions the villagers may achieve self-management and implement effective autonomy? In this paper, we will take Xiaoji village in Zhumadian as the study case, the topic will be discussed from the perspective of benefits.According to the article, interest is the inner source of all human activities, the relevant interests is the motivation of villagers’ autonomy, interests correlation decide the degree of villagers’ autonomy. Only find and mobilize the relevant interests, can achieve the goal of effective autonomy. in the village, related interests mainly include property right formed by land, geopolitical interests formed by regional similar, and public interest formed by irrigation facilities, public road construction. These interests affect the villagers’ behavior, determines effective or ineffective of the autonomy. The degree of the correlation between interests and villagers also decides the effective degree of villagers’ autonomy. In general, the strong correlation makes strong autonomy, weak correlation with weak autonomy, and the failure of interests bond can lead to the lack of autonomy. From Xiaoji village, we can see that there is a strong connection in the villagers group, which is easy to produce common interests, and makes people manage themselves. The administrative villages produce a weak interests influence, thus, the villagers often show indifferent to public affairs, or calculating how to realize their own interests even in case of inaction, making the autonomy in trouble. Different levels of community have different interests connection, therefore, we can explore different levels of autonomy according to the actual situation, and focus on little community which has strong benefit correlation. Also, we can construct relevant interests, explore different types of autonomy according to the management of public affairs.
