Throughout the whole history of the rising powers in the world, the exploration and maintenance of maritime strategic interests spread out in the whole process. After 30 years of reform and opening up and economic development, the economy of our country has developed into the most active export-oriented economic system in the world. However, unlike other rising powers, our country not only lacks the experience of developing maritime economy, but also is short of maritime strategies under the new background, in addition to the stagnation of maritime military, which makes our maritime strategic benefits unprotected. Therefore, making a reasonable marine strategy on the basis of the historical background is a pressing matter of the moment in our country. China’s maritime strategy must include the India ocean strategy. Sri Lanka locates in the door of the India ocean, and the bilateral relations between china and Sri Lanka develops rapidly since they established diplomatic relations. Without any doubt, it’s of great significance to our India ocean strategy as the ways to protect and push forward our strategic benefits in Sri Lanka and enhance our advantages compared to India in competing for the Sri Lanka’s market.This paper elaborates the Sino-Sri Lanka relationship and the India-Sri Lanka relationship and the strategic competition between China and India in Sri Lanka. It mainly elaborates the strategic investment on infrastructure of Sri Lanka by China and the economic and political background and risk of these strategic investment. This paper also put forward many opinions and suggestions on strategic investment and layout by China in Sri Lanka. It’s my hope that it could be beneficial to enhance the strategic benefits of china in South Asia and India ocean, and gives favorable reference on building the 21 Century Maritime Silk Road Economic Zone and marine power. As the impressive changes on recent political situation of Sri Lanka and its foreign policies, this paper pays much attention on the elaboration in this aspect and makes prediction on Sri Lanka’s foreign policies adjustment. Besides, it also provides domestic companies and our government with advices in investment and strategic layout.
