The Research On Factors Influencing Urban Residents’ Transitions Off The PSA: An Example Of Jiading District

In recent years, it is a new hotspot to research the dynamic managementand the exit mechanism of the program of the subsistence allowances forurban residents (the PSA). And the influencing factors of urbanresidents’ transitions off the PSA gradually attract the attention ofscholars, too. However, the researches are in its infancy, which isdispersed and shallow, and none of them has a specific analysis on thewhole system. Through combing and defining the influencing factorsclearer and more standardized, and using the analytic hierarchy process(AHP) to measure the relative important degree among the factors, thispaper has found the part of the PSA which is most needed to be developedand improved, and concluded the best optimization solution, which couldprovide a decision-making basis for policymakers and help the residentsto move off the PSA as soon as possible.Through the document research along with the labor economics theoryand the actual situation of urban minimum living guarantee, this paper firstly has summarized the various types of influencing factors of urbanresident’s transitions off the PSA, which has been divided into twofactors as institutional factors and non-institutional factors. The twofactors mainly include system design, system implementation, personalfactors and situational factors and have been subdivided into19specificindexes. Secondly, the paper has used the AHP, designed pair wisecomparison judgment matrix and the questionnaire distributed to experts,PSA cases, ordinary people, RC staff and government staff. In additionto experts, the others people are in Jiading District. Fourthly, the paperhas analysis the questionnaire data and derived the total order of theinfluencing factors by the degree of the relative importance. Finally,this paper has drawn the best sound system program. Through the survey,this paper has pointed out that the employment promotion is the most inneed of development and improvement for the PSA of Shanghai, followed bythe foundation construction, implementation efforts, incentive policy,social exclusion, legislation and public opinion direction.This paper is to build a set of systematic, targeted and practicalframework of the influencing factors, to meet the needs of theoptimization of the exit mechanism of the PSA. It is beneficial to promotesocial fairness, maintaining social stability, optimizing and promotingthe improvement of PSA, and provides theoretical reference and basis forthe construction of the exit mechanism of the PSA. Based on the overallinfluence factors of urban residents’ transitions off the PSA, this paperhas introduced the AHP, combined qualitative and quantitative analysis,revealed the relative importance of each indicator and draw sort, whichis able to provide the most effective solution to the complicated decisionproblem. This paper fills the blank in the research of systemic study aboutthe influencing factors, and initially introduces a systematic method ofanalysis, which is simple and practical. So, it is an innovation on the research contents and the research methods in some sense.
