Since1990s, With the development of urbanization in China, the economic lossesand serious social impact caused by some emergencies keep increasing.As an seriouspractical problem, every city shouldstrengthen the urban disaster management. As animportant means to measure the level of urban disaster manage, urban disasteremergency management capability assessment in recent years has gradually become ahot topic. Scientifically value the performances of emergency management,this canpromote our city emergency management entered into a standardized and scientific way,and can make our cities realize their strengths and weaknesses in responding toemergencies, and their crisis and challenges in the development of society. Clearlyrealize theemergency management gap between the present level and the expectation.Then they can find viable improvement measures to improve their emergencymanagement capabilities.First, this paper is to search, read, summarize domestic and foreign literatures, gotthe related theory and concepts,determine the selection principle of performanceevaluation index.And then based on the process of emergency management andemergency management agencies function, use the scientific way to select theperformance evaluation index, constructing the index system of emergency managementperformance evaluate. Using analytic hierarchy process to determine the index weight,Then we got the order of first-grade index:disposal system performance, decisioncommand systemperformance, system Preferences Performance, resources securityperformance. The empirical partwe take Shenyang as an example to collect data and getthe data processed and checked. Shenyang emergency management performanceevaluation resultis up to standard,it is the result of Shenyang city government attachinggreat importanceand putting strong investment on this matter. Finally, this paperproposed the countermeasures andsuggestions based on the analysis results.Empirical studies have shown that our emergency management performanceevaluation model is effective, scientificand operable.
