| Since the modernization of socialism with Chinese characteristics has entered a new era,we have more firmly implemented the policy of deepening reform and opening up,and the economic and social development has continued to improve.However,we should also be more clearly aware that we are still in the period of rapid social transformation,and the contradictions accumulated in the process of economic and social development are also beginning to highlight.The characteristics of the“ risk society ” era are constantly emerging.One of the specific manifestations is that sudden events that seriously endanger social public safety have occurred repeatedly in recent years,which is undoubtedly a severe test for people ’ s governments at all levels in China.In order to cope with the test in this regard,it can be said that the Party committees and governments at all levels from the central government to the local government have paid a lot of capacity.One of the important reform measures taken is the establishment of a new special government response agency,from the Ministry of National Emergency Management to the local emergency management bureau.It should be said that the new round of reform of the party and state institutions established after the local emergency management bureau has made a lot of sustained efforts,including in the service of electric power enterprise emergency management responsibilities have achieved many positive results,but from the overall point of view,due to the local emergency management bureau of this specialized agency running time is short,the accumulation of experience is not sufficient,so there are many problems in the further study of the performance of its responsibilities.Based on this consideration,this study selects Xuzhou Power Supply Company,a State Grid,which plays an important role nationwide,as an example to systematically investigate and study the performance of the corresponding local government emergency management agency,namely Xuzhou Emergency Management Bureau,in the emergency management of power enterprises.Through the analysis of the first-hand data collected by questionnaires and interviews,and the synthesis of relevant research results in the academic community,it is found that the current Xuzhou Emergency Management Bureau has made many gratifying achievements in the performance of its responsibilities for the emergency management of power enterprises : the organizational system construction of the Emergency Management Bureau has begun to take effect;actively guiding and supervising the construction of emergency plans for power enterprises;carry out emergency management administrative law enforcement activities according to law;to urge electric power enterprises to make efforts to carry out emergency management education and training.However,there are also some problems to be solved : the role of guiding the power enterprises to prepare emergency plans is not enough;supervision of enterprises to carry out plan drills is not enough;organization and coordination of power enterprises and other industries cross-sectoral linkage to carry out emergency management efforts is not enough;to urge power enterprises to carry out emergency management education and training is not solid enough;the guidance of electric power enterprises to carry out emergency management rehabilitation and recovery work is relatively lack.Causes of these problems include : emergency management authority is limited,the enterprise management attention is not enough;emergency management bureau ’ s own institutional construction is not perfect,some emergency management fragmentation leads to unclear responsibilities;the concept of change is not thorough enough,ideological understanding has not reached the height.Based on the actual situation of all aspects of Xuzhou Emergency Management Bureau,drawing on the useful experience at home and abroad,the countermeasures and suggestions to improve its service to the emergency management of electric power enterprises are : strengthening ideological understanding and optimizing function design;give full play to the function of guidance and supervision,and promote electric power enterprises to continuously improve emergency plan and drill work;promote electric power enterprises to achieve cross-professional emergency management,cross-regional ’ zero obstacles ’;cooperate with enterprises to do propaganda and education work,improve social participation in emergency management;guiding and helping electric power enterprises to continuously improve their recovery and evaluation work;build a service-oriented government,scientifically fulfill the responsibility of serving the emergency management of electric power enterprises. |
