Research On The Construction Of Performance Evaluation System Of Emergency Management In D City

With the rapid development of economic society, the transition of China has entered an unprecedented opportunity coexist and sharp contradictions in the new period, the urban emergency, emergency. Local governments as defenders of the public order, public affairs manager, how to deal with emergencies test is a important index of government competence, process and result of government emergency management performance evaluation, is the important content of the current government performance management.As empirical research object, this paper will take the D city in absorbing domestic and foreign emergency management experience of the construction of the performance evaluation system for reference, based on the government performance evaluation theory, from the characteristics of emergency management, the principle of situation and response of the emergencies, etc, to give a feasibility analysis on the performance evaluation of local government emergency management comprehensively and accurately reflect the actual situation of local government emergency management. By enhancing emergency preparedness efforts, contingency plans, and put forward suggestion to perfect the system of government emergency at the primary level, strive to form a set of system, a complete theoretical research framework, so as to improve the level of local government emergency management.In this article, through the study of D city emergency management performance evaluation is conducive to trigger departments at the grass-roots level for the performance evaluation of emergency management thinking, for promoting the construction of emergency management of local government performance evaluation is of great significance.This paper will discusses from six parts:the first part is introduction, introduces the research background of this article, the significance of the selected topic, the research overview both at home and abroad as well as the research ideas and methods. The second part is the theory of performance evaluation of emergency management, to introduce the definition of the emergency management and the performance evaluation, and to explain the related theory. The third part introduces the current situation of the D city emergency management performance, and analyzes the existing problems in the hierarchical discussion, and gets the reasons of these problems.The fourth part uses for reference the experiences of the local government performance evaluation at home and abroad, analyzes a government emergency management performance evaluation system of the construction in the empirical, so as to get the feasibility and compliance of the construction of the evaluation system.The fifth part gives the specific measures aiming at how to build the evaluation system by establishing evaluation system and related supporting mechanism construction with the practical situation in D city. The sixth part introduces the application of D city performance evaluation of emergency management, verifies the effect of the process with some living examples, and points out some problems and security measures in the operation of the system.The seventh part is the conclusion, summarizes the reviews of this paper briefly.
