On Service And Management For Floating Population In Hefei City

After our government has launched the policies to support the medium class, the cities of this part improve quickly especially the economy which attract population migration from other cities and village. So it is an important work to research the situation and demand of this phenomena. Hefei as the capital of Anhui province, it has special political advantage, rapid economy improvement, many employment chances and the excellent environment, these are the factors to attract people. But there are differences between local people. Also some problems are brought with the population migration, for example,household registration management system isn’t sound and the influence of binary economy structure, these problems also exist in the developed country. Above all social security and the education of their children is more serious. They don’t have the self-protection so it will be damaged easily which bring the negative influence.This paper is based on Hefei, first research the population floating structure and their daily life, then study on the international research in this field, at last find the main reasons of the problems about the services and management for population migration. The problems are as follows, one is the difficulty of services supplied for the floating people, such as their residential lot, easily find the job but difficulty in choosing, the privilege protection and education is the main problems.The other one is the problem of floating population management, such as the difficulties in social management, China’s family planning. The reasons can be concluding as below, the ideas of migration management and services fall behind, the system uncompleted, the legal system of services and management delay, the social environment of services and management exist shortages.Some strategies was made to solve the problems, the correct understanding and effective use of the national macroeconomic regulation and control of the floating population, the innovation of the floating population service management mechanism, improve the service and management of the floating population of laws and regulations, strengthen the propaganda and education of legal system of floating population, cultivate the inclusive open modern urban culture, strengthening the establishment and implement of affordable government facilities can quickly make the migrant population into the city life, promote the stability and development of the society as a whole.
