Government information disclosure is the important basis for the public to supervise the government behavior. It is the necessary approach to the guarantee the public’s right to know and is the essential way for the development of democratic politics; It is the important measures to promote administration according to law, to build "Sunshine Government", to enhance the government credibility. It is also the important content to construct a service-oriented government. It is of great significance to promote the reform of government management system and the management mode, to improve the democratic political system, to strengthen the government’s ruling ability, as well as to prevent corruption at its source, and etc.With the rapid development and popularization of Internet and information technology, the network has become the main channel to open government information, for its strong characteristics of interactivity, for its fast propagation speed, for the advantages of the convenient retrieval query, and big social influence. At present, the government departments at all levels attach great importance to online information publicity work, and make full use of network platform, network, new media and other methods.
