Analyzing Court Informationization In The Sight Of Judicature Efficiency

The court informationization is very important on that is not only helping the judgment, executive and management in court, but is also improving the judgment efficiency and the court management system. It is good for the human resource system optimization could improve the judicature processing system as well as intelligent management system, which is able to improve the judgment quality coursed by the upgrading judgment capability in the whole court system.Nowadays, there are so many problems which need to be resolved immediately in court system, especially for the subject of court information system. It is a kind of misunderstanding about court informationization. So far as we know, majority always discuss principles while the court information system has been built in court. There are so many conflicts between the nature of informationization system and approve processing system. It directly impacts the value of using those data because it is incorrect, nonstandard, unilateral as well as low quality. There is a lack of information share while the court informationization has been building in court system in China. For example, no data connection between departments internally, no data sharing and exchange in system, low cooperation in data processing system, low data quality and accuracy, not willing to use among judges, low transparency in court system e.t.c. The key factor causes those above difficulties include traditional thinking limits, the lack of in-house management policy in court, external resources limits for court informationization as well as defective judicature information transparency.As a result of that, we believe that we have to implement below four key points if we’d like to solve above problems gradually. First of all, we have to update our understanding of the intention of setting the court information system. In my opinion, it is not only a technology reform project but is also a judicature reform project based on optimizing its management system and innovation system. Therefore, there are some options which would help on this matter. Such as enhancing awareness, training more peoples e.t.c. Secondly, we can set up a long term plan on the development of the court information system through enhancing its top design, updating its development model as well as completing its tech standardization and standard operation process. Thirdly, we still need increase the investment on the tools and equipments in the field of the court information system. We must unify the court information system on the matter of the awareness and all equipments which eventually assists the information shares, collecting the correct and useful data as well as the timely data exchange. Last but not least, we currently must make some moves in order to pushing the reform of the court informationization process. They are updating judgment process management system, completing judicature judgment data operation center, creating some effective online common rooms for citizen and lawyers respectively. We certainly believe that Chinese court information system would be better and better in near future.
