Problems And Solutions Research On The Protection For The New Generation Of Migrant Workers’ Cultural Right

As the main force of China’s country construction,the new generation of migrant workers make a great contribution to industrial restructuring and urban prosperity. But this group don’t be accepted by mainstream culture of city and even rejection to the edge of the city culture. So anomie and crime of the group has become a major problem to be solved during the period of social transformation in China.This group have higher level demand in spiritual and cultural aspects than the older group which makes the contradiction of surging for the demand of culture and the reality of inadequate supply stand out increasingly.Therefore, this article examines the problems which based on the basic ideas of marxist historical materialism and epistemology. Not only provides a new perspective for theoretical innovation of Marxism in China,but also has great practical significance in promoting the reform of China’s socialist culture system and building a harmonious socialist society.This paper has taken taiyuan city as the study case.It detailed describes the basic situation of the cultural life of the group which based on the data obtained in the questionnaire. It analyzes the dilemma that encounter in the process of protect the cultural rights,and reveals the reasons of lacking of security from institutional factors, economic factors, ideological understanding. Finally explores the basic countermeasures to out of the dilemma:To carry out the reform of household registration system and improve the system of public cultural services;To improve the wages of workers and establish the special funds of cultural services;To optimize the traditional channels of expression of rights,develop the groups of rights and guide the news media strengthen propaganda.By Participation by all sectors of society to establisha long-term working mechanism gradually.
