Library legislation is the fundamental guarantee of the Library development. In1850, the British Parliament enacted the first British public library law which is the first national library law of the world. After the promulgation of this Act, many cities in UK adopted the law by voting. Since then, British library specialized law extended to Scotland and Northern Ireland. Other relevant laws and industry standards are constatly improving. Now there is a perfect legal system of libraries which provides the legal protection for the development of British libraries in UK. It vigorously promotes British librarianship.The paper adopts literature survey, historical research and system method, tracing the origin and development of British library laws. Through analyzing the level of British library laws, introducing the legal system of libraries at national and local levels. National library laws include the National Library Act, the Legal Deposit Act and the Public Lending Right Act.Local library laws are divided into England and Welsh, Scotland, Northern Ireland. Systematically summarize the legal system of libraries on the basis of national and local levels, which include not only library specialized laws and relevant laws,but also statutory instruments, regulations, orders, industry standards and international treaties. Through the study of the legal system of libraries,summarizing the characteristics of the legal system of libraries. In consideration of our national conditions, put forward the enlightenment for our library legislation.
