A Comparative Study Of Public Library Law In Chain And Englang

As a western country with developed rule of law,Britain has formed a relatively developed and complete legal system after more than 100 years of development of public library law.In the legislative theory and practice and other aspects are worthy of our learning.At present,there have been a lot of researches on the public library law in Britain,but the existing researches are only to analyze a specific library law in Britain and then summarize the enlightenment to our country.There are few articles about the systematic and comprehensive comparison of the public library law between China and the UK.By virtue of the horizontal and face-to-face comparison,the differences between the public library law between China and the UK can be seen more directly,so that we can better learn from and improve the public library law.Along with our country the policy of the public library law,library cause in our country is thriving,but booming at the same time also appeared some problems,these problems if not solved it will hinder the healthy development of public library cause,to public library law in our country and the UK public library law carries on the concrete analysis,to draw lessons from the advanced experience of public library law,make up for the loopholes in the public library legislation in our country at present,the promotion of public library law in our country in the future to further improve.This paper consists of five parts.The first part describes the purpose and significance of the research,the research status of the public library regulations,the research ideas and methods of the topic selection.The second part introduces the overview of public library law,introduces the development process of public library law and relevant laws and regulations in China and Britain.The third part compares the general provisions of the public library law between China and the UK.The fourth part compares the specific provisions of the public library law between China and the UK.The fifth part it is concluded that the British public library law for reference in our country,mainly puts forward the enlightenment: at six detailed provisions,improve the public library legal security system,perfect the system of fund source,to set up the perfect legal deposit system,strengthen the interlibrary cooperation and management,guarantee the equality of rights and interests of the special groups,refined,legal responsibility.
