Research On The Government Service In The Process Of Transformation Of Overseas Chinese Enterprises In Fujian Province

Fujian has a wealth of overseas Chinese resources. Overseas Chinese and their enterprises have the very strong positive correlation with economic development of Fujian. With the change of the world and the Overseas Chinese situation, the service of government can not fully meet the demand of Overseas Chinese enterprises developing. At the same time, with the deepening of the reform and opening up, economic and social in inland provinces rapidly develop, while the advantage of Fujian, which is a first reform and opening-up zone, gradually weakened. In the case of investment weak environment differences increasingly narrow, only creating a good soft environment for investment, can make enterprises develop better and faster. And quality and efficient public service, is one of the important conditions of a good investment development environment.At present, the research on overseas Chinese enterprises from the public management theory viewpoint is few. From the viewpoint, this paper is to attempt to research on the government service in the process of transformation of overseas Chinese enterprises in Fujian province. By using the new public service theory and the methods such as questionnaire survey, statistical analysis and case research, it analyzes the overseas Chinese enterprise development history and the demand, the current situation and defect of government service supply, and then puts forward some countermeasures for improving the government service.This research suggests that overseas Chinese enterprises in Fujian have experienced three stages of development, and be in the process of transformation now. If the enterprises want to overcome the difficulties and to achieve a smooth transition of development, they need the government support. Now, there are some problems in the government services, such as the government control too much and the responsibility is not clear. Defects in the working mechanism, service policy and civil servants, limit the government service improving. Thus positioning of government functions accurately, improving the working mechanism, improving the policy of serving for the enterprises, supporting the innovation and sharing platform, will improve the government service and provide a good environment for the overseas Chinese Enterprises transformation.
