Research On The Public Service Outsourcing Of Fujian Province

After reform and opening up, and decades of rapid development, Economic and social development in Fujian Province achieved remarkable effectiveness, civic wealth grew steadily, the quality of citizen improved gradually, and the demand for public services became diversity. Facing the different public services needs, government seems to be powerless. In order to satisfy the diverse service demand and avoid the negative effects of Market Organization, it is inevitable to change the original supply mode. Public service outsourcing comes to be the government’s best choice.Based on the analysis of theoretical feasibility of public service outsourcing, researches the related materials online, and take some interviews, the dissertation try to know the actual state of Fujian public service outsourcing and its shortage. The conclusion is:Fujian public service outsourcing is in its infancy, lack of institutionalizes purchased mechanism and systematic purchase, the related purchasing mechanism needs further improvement. For the purpose of optimizing the structure of Fujian public service provision, government should learns the advanced experience from foreign countries and Guangdong, Strengthens the top-level design, builds a public service purchasing platform, optimizes the development environment of social organizations, increases government financial input, Strengthens financial audit, improve public services purchase-oversight mechanisms, and focus on building a "citizen demand" oriented public service provision mechanisms. So, utilizes the advantages of social organization, such as high efficiency and strong response, Fujian province could formation a new pattern of public services, in this pattern government and social organization complementary advantage and share responsibility. However, due to the limited ability of the author, the article still exist some shortages, expecting other scholars to do some further study.
