The Third Plenary Session of the18th CPC Central Committee put forward a serious of new theories, policies and requirements for non-publically-owned economy, all these policies have lifted non-publicly-owned economy to a new height, providing good opportunities for its development. As the county region boasting the most developed non-publicly-owned economy in Fujian, Jinjiang is also one of the earliest places in China exploring the development path of market economy,and President Xi emphasized several times that "Jinjiang Experiences" in promoting the economic development of the county region should be made as a reference. Therefore, the labor union of Jingjing municipal non-publicly-owned enterprises is shouldered with the heavy responsibility of promoting the development of enterprises and safeguarding the staffs rights and interests. Based on the above background, select non-public enterprises in Jinjiang union as the research object, with field investigation and analysis, in order to further improve the performance of non-public enterprises management union mention reference.This paper is divided into6parts:The first part is the introduction, introduce the research background and significance, and review of the literature on performance management of the trade union of the non-public enterprises, and the research method and framework for a simple discussion.The second part is the theoretical basis, clarifies the concept of difference, public ownership enterprises and non-public enterprises union organization performance management, and discusses the research on the performance evaluation problem of non-public enterprises on the basis of the theory of objective management and performance management theory. The third part is the description,through questionnaires and interviews, this paper carries out an analysis of the current situation of Non-public ownership enterprise unions in Jinjiang City, as well as the current situation of performance management that the superior trade union and trade union conduct on this enterprise from the trade union organization, the formation, working conditions and so on, and finds out many problems.The fourth part is the existence question,based on the above basic situation, from from the summing up of performance appraisal evaluation system for the existing setting unreasonable, the simple evaluation method, evaluation implementation process problems resistance, application of assessment results is not in place, also found that trade unions in non public owned enterprises in itself is not the position in the enterprise objective problem.The fifth part is the reason analysis.this paper explores the reasons for the existence of these problems from the superior trade union and Non-public ownership enterprise unions total two aspects.The sixth is the policy recommendations,based on the above issues and causes, the paper proposed suggestions to improve the performance management of Non-public ownership enterprise unions from the transformation of the consciousness of non-public enterprises, the confirmation of the responsibilities of various departments in trade unions, scientific development of and performance management and other aspects.
