The report of 19th CPC National Congress proposed goal that deepen the reform of public institutions to see that they focus on serving public interests,relieve them of government functions,keep them away from business activities,and let them run their own day-to-day operations while maintaining supervision over them.With the continuous improvement of China's market economy.Geological prospecting units quick the step of the public institution and enterprise's separation.Changing from the public institution of internal enterprise management to the geological prospecting enterprise who meets the requirements of the new era.Geological prospecting units is advancing the public institution and enterprise's separation,establishing the enterprise management system gradually.Performance management is the focus of enterprise management that making attention to all staff.This paper takes S geological team as an example analyzing the problem of S geological team performance management under the background of the public institution and enterprise's separation.Guided by the development strategy of S geology team Design the scientific performance management programme.Establish a complete performance management system.The aim is to stimulate the enthusiasm and creativity of all staff,improve the overall performance and management level of S geology team,help S geology team to achieve strategic goal better.The first chapter is introduction.It mainly introduces the background of the research,research significance,research status at home and abroad,research ideas and means.The second chapter is the theoretical basis of performance management.It introduces the concept of performance and performance management,points out the connections and differences between performance management and performance assessment.It introduces the tool of performance management separately,such as target management,benchmarking,key performance indicators,360 degree performance assessment,Balanced scorecard.Finally,it introduces the complete performance management system.The third chapter is the reform and practice of the public institution and enterprise's separation for geological prospecting units.It introduces the development situation of geological prospecting units,points out the development feature:commonweal,enterprise,public institution and enterprise mixture It analyzes four aspects of public institution and enterprise's separation for geological prospecting units:the connotation of reform,development process,reform practice,reform tendency.The fourth chapter is the analysis of S geological team performance management.It introduces basic information:organizational structure,enterprise,staff structure,the situation of the public institution and enterprise's separation and so on.It analyzes current performance management system of S geological team.S geological team is gradually mature in the development of enterprise.Performance management is still staying at the level of extensive and experiential management.This chapter points out its performance management problem under the background of public institution and enterprise's separation,and analyzes the reasons.The fifth chapter is the optimization project design for performance management system of S geological team.It introduces that formulates the performance indicators of each department and the performance indicators of staff based on S geological team's overall strategy and SMART principle.The design thought is guided by strategic goals,bringing in HRBP,using the balanced scorecard management method based on KPI and 360 degree assessment method.The system is optimized from five aspects:the planning,implementation,assessment,feedback and application of performance managementThe sixth chapter is S geological team performance management system optimization project guarantee and Implementation.It mainly introduces the safeguard measures of the optimization project and the matters needing attention in the implementation of the optimization project.The seventh chapter is conclusion and prospect.It introduces this paper's research conclusion,points out the shortcomings of the research and the future direction of research and development.The performance management method proposed in this paper is not only used to improve the current performance management status of the S geological team,it also provides reference for other geological prospecting units under the background of the public institution and enterprise's separation at the same time.
