As an important part of the administrative body in China,administrative performance of civil relates to provide high-quality services for our citizens and the community,also relates to leadership and governance capacity of Communist Party of China,which determines the government's management level and efficiency.If we hope to improve the ability to govern of Communist Party of China,and to realize the goal of building a moderately prosperous society,we need to strengthen civil construction and to improve the management level of the civil service.Performance appraisal is an important part of the national civil service system,which would achieved recruitment to the civil service,promotion,rewards and punishments and other purposes through the use of examination results.Performance appraisal of civil servants is an important means of mobilizing their initiative and making their ability into full play,which can make it better to become a high-quality civil servants,can undertake the task and withstand the test of various storms,Performance appraisal of civil servants also has an effect on enhancing our government management level,as an important means of providing quality services to citizens.In this paper,the Luoyang Federation of trade unions of middle-level management personnel as the research object,first elaborated the purpose and significance of this study,the status of domestic and foreign civil servant performance appraisal,carries on the analysis,then proposed the main content of this paper,the research and the methods of this research ideas.Then the servant,performance management and other related concepts,analyzes the characteristics of civil servants performance appraisal,the content and standard of evaluation.The foundation of development of Luoyang Federation of trade unions and general situation,organization structure,human resource situation,analyzes the present situation of performance evaluation of Luoyang Federation of trade unions of middle managers,and the middle management were satisfaction survey,current situation of performance appraisal of Luoyang Federation of trade unions of middle management problems were analyzed.The 360 degree evaluation method of Luoyang Federation of trade unions,the middle management personnel performance problems are analyzed,a clear assessment of subject and object,uses the brains storm method to determine the weight of performance appraisal index system and the index,designed the performance appraisal table.Finally,the implementation process of the planning of the performance appraisal system of Luoyang Federation of trade unions of middle managers,the implementation of the new performance appraisal system.
