The Building Of New Rural Culture

The17th Central Committee of the CPC closed its sixth plenary session andapproved a decision on deepening the reform of China's cultural system and promotingthe development of the cultural industry in October18,2011.It developed a new route,principles, policies and Long-term planning of2020for our culture construction. Thecultural construction of Socialist New Countryside is pushed on the important position ofsocialist modernization construction. By studying the building of new rural culture, theaim is to summarize historical experience, and further reveals the rules and characteristicsof rural cultural construction and development, to rich the cultural construction theory ofSocialist New Countryside, to provide theory and practice basis for the party and thegovernment when they make policy.The study adopted the social survey method, case study method and the literaturemethod, and reviewed process and achievement of the new rural culture construction. Thestudy specifically analyzed problems and their causes of the current new rural cultureconstruction and explore opportunity and path of new rural culture construction.Our rural traditional culture is the historical accumulation of Chinese civilizationdevelopment. Reform and Opening-up has had a profound impact on cultural changes inrural areas. Since the construction of Socialist New Countryside, rural cultureconstruction has made remarkable achievements. In the complex factors of restricting theconstruction of rural culture, the natural environment is material foundation of ruralculture. The level of productivity has influence on the development of rural culture.Social political structure determined the type of rural culture. Because of the specificnational conditions in China, many problems are exposed in the course of development.Culture construction is the driving force of the new rural economic development, isthe propellant of new rural spiritual civilization, and is the propeller of the new ruralpolitical democracy. At present, China's new rural culture construction is facing a newhistorical opportunity. In this historical moment, the correct path to solve problems of new rural culture construction is to develop rural cultural industry with Chinesecharacteristics, to increase capital investment and the construction of cultural facilities, tocarry out a variety of cultural activities in rural areas, to strive to improve the level ofrural education, and to strengthen management of the rural cultural market.
