In the background of aging, socialization is the inevitable trend of the pensionservices. And in the socialized pension models, home-based care is the mainstream,because it not only in line with the basic conditions of our large population and theminiaturization of family structure, and the international pension trends of "aging inplace", but also avoid the institutional pension deficiencies. At the same time, the supplyof public services form is changing, change from Single government supply to themultiple supply is the reform trend. Home care services as an important public service,is also is moving to the direction of multi-supply mechanism in an effort. By the way ofpurchasing home care services from social organizations can nurture social’sdevelopment, and make home care services toward specialization and fine.In the provide ways of home care services, home care services are taken by theway of government purchasing in West Lake District, and they purchase the servicefrom social organizations by bidding. As one of the old district of Hangzhou, by the endof2013, there are15.52%percent people over60, and the demand for home careservices is large. The West Lake District is also the demonstration unit of pensionservice, it received a number of honors. Meanwhile, the West Lake District adopted theurban-rural integration mode, it is more meaningful in the background of urbanization.The existing ways of study is often take from the macro level of government policy,and focus on service delivery model and the satisfaction. Ignoring the importance ofservice personnel throughout the service system. So, this study changed the "model-Satisfaction" studying way to the "mode-service–satisfaction” way. And took thesurvey methodology both in deep interviews and questionnaires.The paper starts from theories, introduces the development of home care servicesin West Lake District, Summarize their work experiences and problems, and putsforward some reasonable proposals at last. There are five parts in this article:The first part outlines the background of the topic, the overview of the domesticand international research about this topic, the ideas and methods of the research, andalso the innovation point of the thesis.The second part is the theory of social organizations to participate in home careservices. The article quotes Welfare pluralism theory, social responsibility theory, NewPublic Management Theory and The new law syndicalism. The third part introduces the status quo of home care services. Analysis thebackground of development, introduction its history, its operating mechanism andpractice conditions.The fourth part is the empirical research, count and analysed the survey data, andbased on the findings, summarized the West Lake District’s home care service workexperience in working ideas, methods, and other aspects of the system design, as wellas government departments, social organizations, communities, families’s problems inhome care services.The last part proposed countermeasures in government departments, socialorganizations, communities, families respectively.
