Study On The Problems And Countermeasures Of Jiangdu District Government Purchasing Home-based Pension Service

With the continuous improvement of China’s economic strength,the level of medical and health services,and the gradual extension of people’s life expectancy,China’s aging situation is not optimistic,pension problems are increasingly prominent,the traditional pension way has been difficult to meet the needs of the elderly.Government as public affairs manager,in the face of large elderly population and diversity of pension service demand,only by the government is unable to bear,so the government functions of positive change,will the public service marketization,through the way of open competition,to enterprises,social organizations and other non-governmental department buy home endowment service,to meet the conditions of the elderly pension that occupy the home for free,This not only reduces the pressure on the government,but also ensures the quality and professionalism of home-based care services,so that the elderly can enjoy diversified,accurate and high-quality home-based care services.However,there are still some problems in the implementation process of the government’s purchase of home care services,which affect the realization of the goal of "providing for the old".How to solve the relevant problems and establish a real sense of "home care happiness circle" is imminent.In jiangdu district as an example,using the method of literature study,interview,questionnaire investigation,case comparison method,the current jiangdu district,the present situation of implementing government purchase home endowment service to conduct a comprehensive combing,found the buying process lack of normative,purchases is not strong,lack of supervision and evaluation mechanism and so on,through the analysis of survey data,find out the reason of these problems,Combined with relevant theoretical knowledge and successful experience of other places at home and abroad,countermeasures and suggestions are put forward for jiangdu District government to purchase home care services,including optimizing operation rules,standardizing purchase process,increasing investment and publicity,and improving evaluation and supervision mechanism,so that the elderly can spend their old age in peace at home.
