Study On Elderly Care In Dalian City

Aging of population in China has entered a rapid development period at present. In2013, the number of elderly people has reached202million and aging of population level has reached14.9%. The number of elderly people will reach260million in2020.At the same time, the number of very elderly people will increase rapidly at the speed of1million per year. Disabled elderly people and half-disabled elderly people will be more than46million in2020. Elderly people’s needs in daily care, medical care, rehabilitation care and so on will increase continually.18th CPC National Congress has proposed that we should cope positively with the needs of aging of population and development of elderly care. Our country’s aging of population has three features:high speed, rapid increase of very elderly people and empty nest.City of Dalian is one of cities in China which entered the period of population of aging in early time. It also faces the problems such as the accumulation of aging of population, reduction of traditional family’s guarantee function, and increase of elderly care needs and so on. GanJingZi District is one of the four districts in Dalian which has the biggest area and most number of elderly people. The study on GanJingZi District will give the elderly care development in Dalian a good reference.The main focus of elderly care development are home-run elderly care and institution elderly care, so his article uses the research method of questionnaire and interview to dig out the problems in elderly care development in Dalian from the angle of home-run elderly care and institution elderly care.From the home-run elderly care’s aspect, the problems lie in:most of the elderly people has low income level and no social insurance which means they’ll be vulnerable facing diseases and other incidents; the number of empty nest elderly people is large and they tend to choose home and community care, but the current home and community care couldn’t offer various services to fulfill elderly people’s needs; elderly people’s needs in entertainment is not fulfilled and the fitness equipment has a lot of problems; most of the elderly people have chronic illness and ask for better services from community hospitals such as home sickbed and so on.From the institution elderly care’s aspect, the problems are:the contradiction between elderly care organization’s bed number and the needs of elderly people, the price of the organization is high and elderly people couldn’t pay for it; the imbalance between different kinds of elderly care organization which is due to the disadvantages such as remote location, lack of capital and so on; lack of professional nurses because of low income, bad benefits and so on.Based on the problems, we recommend improving the elderly care in Dalian from the following aspects. From home-run elderly care angle:diversify the providers of home-run elderly care, classify the contents of home-run elderly care, establish home-run elderly care information feedback system, and accelerate home-run elderly care facilities construction. From institution elderly care angle: increase the number of elderly care beds and use ratio of the current beds, develop medical and elderly care mixed elderly care mode. From macroscopic angle: introduce local elderly care development policies based on central authorities, cultivate home-run elderly care workers and train a professional institution nurse team.
