Research On The Managing Shenyang Welfare Fund For The Handicapped

The development of Handicapped welfare is a symbol of national and social civilization. Welfare Fund for the Handicapped is a powerful driving force to promote the cause of the Handicapped to continue moving forward, and it is an important means to ensure the rights and interests of the handicapped person. Shenyang Welfare Found for the Handicapped was founded in2008. As its purpose, it carries forward the humanitarian, dedicates love, and puts one’s heart and soul into service for the Handicapped. It plays an important role in carrying out the work smoothly for handicapped person in Shenyang, but it still has problems in many ways.Based on the comprehensive review to the work, management measures and its effect of Shenyang Welfare Fund for the Handicapped, and then by drawing on the successful experiences of developed countries, this paper points out the problems in the management process such as the internal organization structure setting is unreasonable, the ability of financing is low, the relief mechanism is inefficient and the propaganda efforts inadequate etc. Meanwhile this paper proposes corresponding measures for these problems such as building a favorable environment for development, enriching the financing channels, improving the supervision mechanism and strengthening the links with other agencies etc.This research on managing Shenyang Welfare Fund for the Handicapped enriches the domestic theoretical study about Welfare Fund for the Handicapped, provides an example based on the combination of theory and practice of how to carry out the work for other similar social welfare foundation and has certain reference value and practical significance for promoting the development of social handicapped business.
