Problem And Strategy Of Warehouse Logistics Fire Safety Management:Case Study On Shenyang City

Along with the rapid development of global economy and advanced technology,warehousing and logistics,as an emerging industry,has been an important part of domestic economy in a country and is well developed all over the world.Currently,logistics industry has been regarded as an important symbol of economic growth in most developed countries.In this regard,logistics development will play a significant role in improving the productivity and efficiency of economy in China.However,China's warehousing and logistics is now still at a beginning stage compared with that in developed countries,in terms of legislation on fire protection and management models.These shortages have imposed great pressure andchallenges on the existing legal system in our country.This study performs a comprehensive and systematic analysis of the fire safety management of business logistics in Shenyang,with collecting data by conducting a survey on the actual operation of the fire safety management of warehousing and logistics,and by undertaking in-depth interviews with the monitors from Bureau of Fire Protection in Shenyang and with a number of fire protection managers from logistics companies.Four major issues have been indicated in terms of fire protection management of warehousing and logistics.This study takes an overview of the factors that lead to those issues and proposes a range of practical solutions correspondingly,in order to make an improvement in this sector.This study has four sections.The first section focuses on theories,which will be looking up the basic identification of warehousing and logistics,exploring implications backgrounds and a literature review of the issue,and then explaining what the subject will be and how this study will be conducted.The second section demonstrates investigation results of current fire protection management in warehousing and logistics industry in Shenyang.This part will be undertaking in-depth analyses the perspective of fire administration in terms of the existing management models,fire accident rates,the level of attention drawn from the public,and a personnel review.Based on the results achieved through section two,four main concerns about the fire protection management have been raised in the following section,including(1)non-standardized censorship of fire safety facilities design;(2)warehousing and logistics fire facilities can hardly meet the acceptance standards;(3)supervision by the fire protection department is superficial;(4)legislations and regulations in relation to logistics are in short.The contributors of the aforementioned issues are divided into four categories: less powerful supervision by relevant departments;unregulated acceptance test on logistics;less creative managing method;a lagging legislation environment and not enough attention from the government.The last section comes up with solutions in correspondence with aforementioned concerns,including improving the approval procedure in logistics in Shenyang,clarifying acceptance standards,enhancing daily supervision,and calling for legislations and regulations in this sector.
