Research On Development Welfare Of Mentally Handicapped Children

The level of children's welfare is the yardstick of the progress of modern national civilization,and research on child development and welfare is also being explored and innovated.In recent years,China's child welfare has changed from basically guaranteeing the survival of children to promoting the overall development of children.While emphasizing the impact of children's development on the future,it also begins to emphasize the significance of improving the level of children's development and welfare.As a vulnerable group of children,China should give priority to how to realize the development right of mentally handicapped children in the process of establishing the developmental welfare of children.Starting from the development needs of mentally handicapped children,this paper further analyzes the causes of the imbalance of supply and demand according to the welfare supply of mentally handicapped children,and finally puts forward specific suggestions on how to establish the developmental welfare of mentally handicapped children by combining the experience of foreign countries.The main body of the paper is consisting of five parts.The first part is the introduction.This part briefly describes the background,significance,literature review,research ideas and methods,innovation and shortcomings of this topic.The establishment of developmental welfare conforms to the trend of China's child welfare changing from "compensatory" to "inclusive".Compared with ordinary children,mentally handicapped children are more difficult to achieve their overall development.From the perspective of children with mental disorders,this paper tries to prove that the construction of developmental welfare is helpful to accelerate the transformation of child welfare in China.The second part is the introduction of the theory and the analysis framework of this paper.First of all,this paper is based on the theory of child development to discuss that the establishment of child welfare should fully protect the right to development of all children.Secondly,several important concepts are defined,that is,the concept of children with mental disorders,child welfare,child development right and child development welfare.Finally,based on the theoretical basis and related concepts,the paper constructs an overall analytical framework for the developmental welfare of mentally handicapped children,and expounds how to ensure the realization of the developmental rights of mentally handicapped children.The third part introduces the development demand of mentally handicapped children,the present situation of welfare supply for mentally handicapped children and the performance and reasons of the imbalance of supply and demand of developmental welfare.The development needs of mentally disabled children were collected through field research and interviews,and it was found that the main body of development needs was composed of children's own needs and children's family needs.Mental disorder of child development demand around mental handicap children life self-care ability development needs,medical rehabilitation,education and social integration demand from low level to high level demand,combined with the child family demand for economic aid and special counseling needs,finally realizes the mental disorder children's full development.The present situation of welfare supply for mentally handicapped children is discussed from the two aspects of existing policies,regulations and service provision.The imbalance between the supply and demand of children's developmental welfare is mainly reflected in the absence of policies and service gaps.To analyze the imbalance between the supply and demand of children's welfare with mental disorders and find the subjective and objective reasons,there are five reasons as follows: insufficient understanding of children's welfare with mental disorders,lack of social security legislation,confusion of the administrative management system of children's welfare,weak support system of children's welfare services,and insufficient investment of funds.The fourth part compares the relative welfare of mental retardation children in different countries.Different regions and countries are selected,among which there are those that are very similar to the social development status of our country,such as South Korea and Japan.There are also social and cultural differences with our country,such as: Sweden,Finland and so on.This part starts from the two aspects of national policy system and service system and compares and draws lessons from the five aspects of life ability development,medical security,education,social integration and family support for mentally disabled children.Based on the above,the fifth part analyzes from the perspective of practice how to promote the developmental welfare to ensure the full development of mentally disabled children.In this paper,specific Suggestions and measures are put forward to advocate the diversified concept of children's development and welfare,improve the social security legislation for mentally handicapped children,integrate the administrative functions of mentally handicapped children's development welfare,improve the support system of children's development welfare services,and strengthen the investment mechanism of children's welfare funds.
