Effect Evaluation And Policy Suggestions In Social Security For The Disabled In Liaoning Province

As the social group with special needs for the social security, the disabled and their human rights and personal dignity should be truly respected, that’s also the essential requirement of Socialist System and the concrete reflection in core development of human socialization and civilization development. Making and Implementing the policy in social security for the disabled is the responsibility of the governments at all levels.First, this paper summarized the population and the social security needs for the disabled in Liaoning Province, including the basic situation, group characteristics and socioeconomic status, and also combed the recent social security policies for the disabled. On the basis of analyzing the social security data of the disabled form the year2009to2013, this paper showed the classification description of current situation of the social security for the disabled. Second, public administration theory was used to assess social security policies for the disabled in Liaoning Province. This policy assessment includes two dimensions, with the first dealing with the manifest effects, which includes social assistance, social insurance, and social welfare, and the second, which analyzes the hidden effects, including the promotion of implementing higher-level policies in each city within Liaoning Province and the improvement of social services for the disabled.On the other side, this paper exposed the problems in policy-implementation from the aspects of limitation in scope, low-level in social security, fragmentation of the policies and the difficulties in introducing policies. This paper analyzed the cause for above-mentioned problems and continued to outline the policies in social assistance, social insurance and social welfare of the other provinces, and then summarized the reference for Liaoning Province of these policies. At last, on the basis of the aforementioned analysis, this paper put forward the principles of "Equality-Participation-Share", Laying equal stress on government-led and social responsibility and combing general institutional arrangements with special institutional arrangement before making and implementing the social security policies for the disabled, and also offered a proposal in policy arrangements from the aspects of timely and effective social assistance, special treat in social insurance and differentiated social welfare, and moreover proposed the safeguards in policy making and implementation from enhancing the leadership, strengthening the construction of fundamental management and building more adaptable social surroundings. Accordingly this paper got the overall suggestion for social security policy for the disabled in Liaoning Province.Based on the description of recent situation of social security for the disabled in Liaoning Province, the evaluation of the social security policies and the experiences of the social security policies of the other provinces, this paper concluded that the disabled has the characteristics of large-scale group, complicated structure, serious poverty problems and obvious gap in living standard between the disabled and the social average. Thereby, when making the social security policies which benefiting all the people in Liaoning Province, the government should fully consider the special needs and make special-preference policies, establish a three-dimensional and professional social security system which covers both urban and rural areas for all various disabled, authentically improve the social security level of the disabled and accelerate the process that the disabled keep the pace with being fairly well-off.
