Rural Disabled Social Security System And Service System In China

We proposed gradually realizing the equalization of basic public services in Chinese Communist Party’s sixteen sessions of six CCP plenary conferences in2006. The emphasis and difficulty in the process of realizing the equalization of basic public service goals is in the countryside. In accordance with the requirements of the equalization of basic public services, we must ensure that based on a relatively uniform system the opportunities and results of citizens enjoy basic public service are roughly equal,especially to give priority to the protection of vulnerable groups in the provision of basic public service. The objectives and requirements of the equalization of basic public services give us a new perspective to study topics about social security and public services of rural disabled people.Rural disabled people are typical social vulnerable groups who are livingin in the bottom of society. They have a very low income as to the difficulty of employment; they have a very high spending to maintain normal physiological function.So they are lack of ability to change the situation of the poverty and the fragile bearing capacity. Influenced by the factors of physical defect of themselves and other objective aspect of social exclusion,they receive varying degree limitations and obstacles when they enjoying the public service project such as basic life support,medical rehabilitation,obtain employment and special education.All these are set a barrier to the disadvantaged to achieve the goal of equalization of basic public services.Therefore, based on the analysis of the equalization of basic public services and social security for the disabled and other related theories, this paper use literature analysis,data analysis and other methods to analysis the problem on China’s rural social security system and the service system for the disabled in the current situation and then find out the existing problems the deep-seated reasons. Based on this, to propose the rationalization of the system: in order to realize the objective of equalization of basic public services, must increase the construction on rural disabled people’s social security system and service system,must try to combine with security and special support, to combine with general system security and special system security. All of this is to help disabled persons in rural areas to improving the basic living conditions, to returning society and promoting their comprehensive development, finally realize the target of" equality, participation, share".
