Problems And Countermeasures Of Social Security For The Disabled In Pingdingshan

Along with the advancement of society, and the rapid development of economy, the disabled minorities have aroused wide concern, especially among the governments, who have fulfilled their functions to give them the thoughtful care. The disabled social security system facilitates all members to participate in their social lives equally, also helps the minorities to live better. Thus, the social security system is the basis for the maintenance of social stability. Under the circumstance of building China into a moderately prosperous society in an all-round way, and raising the people's better life index, it becomes more important to improve the social security for the disabled. Consequently, every government and country should pay more attention to the disabled social security system; it refers as the need of survival and development for the disabled minorities, and the condition of social equality. From the essence of social security, it can promote the social stability and healthy development among different groups, ensure the social justice, and boost the building of a harmonious socialist society. Therefore, our country should attach great importance to the social security of the disabled, and bring it to the social security system.Purpose: Pingdingshan is located in the Central Plain andbelong to third-tier cities with a large population. The relative proportion of the disabled population is also quite large. With the continuous development of society, the Social Security for the disabled in Pingdingshanhas also made remarkable achievements. In 2008 Pingdingshan was developed asa national model city for the disabled.The social security in all fields of the disabled has been significantly improved. However, due to the overall limited economic development, the disability social security work in Pingdingshanis still with a lot of problems which cannot be resolved. Meanwhile because of the late starting time, the situation overall is not very well. The short of investmentresultalso in the basic needs of the disabled population isn't well satisfied. In addition to this, Pingdingshanhas not yet established a sound social security system.Therefore there isthe situation that the social security problems cannot be solved in time. This paper tries to find out the main factors that affect the social security of disabled people in Pingdingshan and put forward some reasonable suggestions to further improvement of thesocial security system for the disabled, which can provide an important guarantee for the normal lifel and development of the disabled.Methods: The Pingdingshan Municipal Disabled People 's Federation, led by the Ministry of Education,In the 11 counties and cities in the suburbs, people with disabilities have been given the "Social Security and Service Status Checklist for Persons with Disabilities". The investigation of people with disabilities is conducted by the government departments at all levels. The survey proceed door by door and the census form will be filled out. And then as a unitof the village or community will be reported census results by level. The CDP united will aggregate dataand check the integrity of the data in the census system.A return visit will be made for the missed visits and try to get a complete summary of data. Firstly this article discusses the special characteristics of the disabled group and analyzes the social security law. Then as a unit of county(city, district)analyses deeply the census data of the disabled social security status in Pingdingshandeeply, pointed out current specific needs and the problems.Results: The counties(cities, districts) were divided into different groups as different levels of economic development different levels of policy implementation and different levels of government supervision.The impact of these three cases on the social security of disabled persons was compared.Conclusion:(1) The higher the level of economic development in the region, in addition to the new rural cooperative, the higher the social insurance insured persons with disabilities, the new rural cooperative insurance because of its low amount, the lower the level of economic development areas, The more together.(2) The higher the level of economic development, the higher the social benefits enjoyed by the disabled.(3) In all regions, more than 80% of the disabled are in the rural areas where they are engaged in productive labor or non-employment status, and the level of economic development is low. The number of unemployed persons with disabilities is even higher, and the proportion of employment, concentrated employment, individual entrepreneurship and public welfare In terms of jobs, the employment rate of persons with disabilities in areas with high economic levels is slightly higher than that of other regions.(4) The higher the level of economic development, the higher the educational level of the disabled, the lower the level of illiteracy and compulsory education.(5) The impact of economic development level on functional rehabilitation, assistive devices and psychological counseling services is not obvious. In the area of medical rehabilitation needs, the disabled people with the highest level of economic development have the lowest demand for medical rehabilitation.(6) In areas with high levels of government supervision, social security, social assistance, employment and education are all far superior to the low level of government supervision. Only in the rehabilitation needs rate, the low level of government regulation needs a higher rate of local demand.(7) Areas with high levels of policy implementation are better than those with a low level of policy implementation from the social insurance participation rate, social assistance ratio, employment ratio, education level and rehabilitation demand rate.
