In twenty-first Century, is the use of information technology and informationindustry as the pillar of the information society, the rapid development of computertechnology, the popularity of Internet, make the Internet into every aspect of daily life,technology is like two sides of a coin, have good and bad, which makes our life moreconvenient and at the same time, problems are becoming increasingly prominent. Inthe consumer personal information under the network environment infringement isone of the frequent. Personal information repeated consumer network infringement,the legitimate rights and interests cannot be protected, which not only damages thelegitimate rights and interests of consumers themselves, more is not conducive to thehealthy development of society.In the information age, the consumers’ personal information can be said to be theessential resources to promote economic development. For example, businesses inorder to obtain economic benefits, through the analysis of the consumers’ personalinformation related to master relevant consumer consumption tendency, thus forpublicity and promotion. It is to see the personal information of commercial value,steal, some lawless elements in the illegal sale of personal information of consumers,thereby damaging the legitimate rights and interests of consumers.
