How to effectively coordinate and integrate different social forces, give full playto the synergistic effect of government and enterprises in the management of socialconstruction, smooth collaboration,efficient service,management and highquality social network management, further improve the management efficiency, andpromote the harmonious operation of the social system, has important theoretical andpractical significance. Changsha opened by the district as a national industrial park inthe typical representative and scale industries in the province the first state-level Economic Development Zone, in the social management, the existing socialmanagement problem of urbanization, in the process of modernization in China, thereare also employees Industrial Park special outstanding enterprises, labor relations, theexcessive concentration of complex labor contradiction, floating populationmanagement difficulty is big, the people of the community residents strong sense ofindependence and a strong sense of security rights of special social managementproblems.This paper first from the concept defined by the open area enterprisescooperative connotation of Changsha social management, review of the governmentto cooperate with relevant theory of social management, summarizes and analyzes thecollaborative model of social management relationship between government and ente-rprises. Invisits to the government’s functional departments, park people especiallyfoundation conducted a questionnaire survey of key enterprises in parks, this paperfrom the Changsha opened by the district government and enterprise collaborativesocial management of the development process, main characteristics, problems andthe reasons were analyzed by the open area enterprises collaborative Changsha SocialManagement status. Then, this paper focuses on the research of Changsha opened bythe district government enterprise collaborative social management main objectives,the basic principles, the government enterprise collaborative social managementbasic thought and direction, and on this basis puts forward Changsha District byopening government synergy Countermeasures in five major aspects of the socialmanagement.In this paper, the study found, Changsha District by opening governmententerprise collaborative main characteristics of social management is mainly reflected the regional characteristic is very obvious, government and a stable relationship,cooperative mechanism is perfect. Main problems: the concepts of social managementneed to be improved, the park of government intervention the objective existence ofthe phenomenon, the small and medium-sized enterprise social responsibility is notstrong, social security mechanism is not perfect etc. Changsha District by openinggovernment social management need to further strengthen coordination, fit theenforcement of economic structure and social structure, the maximum stimulatingsocial vitality, the maximum range increase harmonious factors, the greatest efforts topromote grass-roots social governance, giving full play to the role of the core ofleadership of Party committees at all levels, all levels of government leading role,enterprise synergy, public participation the basic role of the rule of law, safeguardfunction, the outstanding cultural guide. The need to further deepen the cooperationbetween government and enterprises, government and enterprises based incollaborative, encourage all kinds of social organizations and the public to participatein social management, to explore the promotion by the government with Changshaopen area characteristics of collaborative social management mode and experience.
