Exploration On Ways Of Collaboration Management Between Government And Social Organizations In Public Crisis Management

The occurrence of public crisis events will have serious impact on the overall public life and normal social order. Public crisis events are gusty and devastating,which require the government to take serious consideration, to take rational use of public power, to strengthen management of public crisis events, in order to control the damage and impact of public crisis events. It is undeniable that the government not only has an important responsibility and obligation on public crisis management,but also plays a leading role. However, it is clearly inadequate to rely on the government simply. Therefore, the proper introduction of social organizations and cooperation between the government and social organizations can help to make up for the lack of effective government public crisis management,to improve the quality and efficiency of public crisis management and to promote a harmonious society. However, due to the lack of credibility of social organization, the lack of enthusiastic cooperation from the government, the lack of sound laws and regulations, and the lack of cooperation and information exchanges, social organizations cannot fully play its role in public crisis management. Therefore, in order to improve the quality of public crisis management, firstly, we should define the position of social organizations, take more emphasis on them, protect their rights through laws and regulations and give them the ability to give full play space. Secondly, we should build supervision departments and information platform to ensure smooth cooperation between the government and social organizations, so as to effectively meet the challenges of public crisis.This article analyses the collaboration management between the government and social organizations in public crisis management,indicates the necessity of collaboration management objectively, refers the experience from foreign public crisis management, concluding the main problems in the crisis management. At the same time, this article proposals some suggestions on collaboration management between the Chinese government and social organizations, in order to ensure the overall effect of the collaboration, to reduce the risk of cooperation to handle the public crisis management and to deal with the aftermath.
