Investigation On The Obstacles And Countermeasures Of Public Enterprise Responsibility Performance In Our Country At The Angle Of Government Intervention

The transition from planned economy to market economy has made our country go through a long period of adjustment and transition.In this transition period of economic system,many enterprises lack social responsibility behaviors,such as lack of competitive morality and environmental damage.Corporate social responsibility in the early 20 th century have been proposed,due to the growing phenomenon of lack of social responsibility,so the government and the people the focus gradually shifted it,enterprise to fulfill its social responsibility has already become the urgent requirement of the new era of development.For public enterprises in China,due to its own publicity,tend to take more social responsibility and social obligation,but unfortunately,some public enterprises,especially with the monopoly enterprise,use its special status mad,not to fulfill social responsibility actively and harm to nation and people.Based on public management,we found that the public enterprise not actively fulfill the social responsibility associated with improper government intervention has very big,therefore in this paper,the government intervention in the perspective of China's public corporate social responsibility to perform the obstacles and countermeasures,basically be to understand and analyze what the government has adopted measures,to interfere with public enterprises to fulfill social responsibility and its intervention in the process,obstacles and countermeasures to overcome these barriers.This paper makes use of some statistical data to understand the general situation of CSR fulfillment in China's public enterprises,and finds that there is a certain degree of deficiency in CSR fulfillment in some public enterprises.Based on the theory of externality theory,and the theory of government failure related to cause public corporate responsibility to fulfill the lack of government behavior analysis,found the government facing the following barriers in the process of intervention: obstacles legislation,management system and mechanism,property right s tructure definition and regulatory barriers.The management experience of western developed countries and the basic situation of the public enterprises,C hina's public enterprises development in our country reality,in this paper,by perfecting the relevant laws and regulations,establish and improve the mechanism of the public corporate social responsibility performance management system,clearly define the public enterprise property right system and perfect the social responsibility of the public sector to perform supervision and evaluation system four aspects gives the strategies to overcome these barriers,promote the government in the public sector play a better role to fulfill obligations.
