Research On The Government Responsibility Of Social Organizations Participating In Social Governance In China

In the the third Plenary Session of the 18 th CPC Central Committee,the party proposed to promote social management to social governance,which responded to the requirements of the social transition period and given the new era proposition of our government responsibility.Compared with social management,social governance pays more attention to the diversification of governance subjects.As the main body of social forces,social organizations are bound to participate in social governance with strong advantages,to undertake the social management functions of government transfer,and to help the government to promote the process of social governance.This means that the Chinese government started from assuming unlimited liability to the cooperative governance "limited liability" transformation.In the process of social organization participation in social governance,the government has the responsibility to help social organizations overcome the dilemma of social governance and accelerate the transformation of their own functions,as the development of social organizations is not mature enough,the transformation of government functions is lagging behind,and the social governance environment is not perfect.Therefore,it is urgent to strengthen the research of governmental responsibility in social governance involving social organizations.At first,this paper takes the social organization's participation in social governance as the precondition,so as to study the government responsibility.By combing the current situation at home and abroad and studying related concepts and theories,this paper further understands the relationship between the three main bodies of social organization,government responsibility and social governance,and explains the recent research situation of the social organization involved in social governance.Then,it demonstrates the necessity of social organization to participate in social governance from the two aspects of theoretical basis and realistic motivation,and emphasizes the important role of social organization in the social governance of our country,and shows that the social organization is the inevitable trend to participate in social governance.Furthermore,this article analyzes the present situation of social organization participation in social governance.The purpose is to find out the problems arising from the participation of social organizations in social governance,mainly including the lack ofsocial organization itself,the relationship between the government and the social organization has not been straightened out,the power of the government is too concentrated,and the responsibility for social governance is pursued.There are institutional obstacles in tracing and participating in governance.Based on these existing problems,this paper analyzes the lack of government responsibility from the three angles of social organization,government and governance environment,and finds out the reasons for the lack of responsibility.The author believes that the analysis of the reasons for the lack of responsibility for the participation of the government in social governance is conducive to the effective participation of social organizations in governance and the improvement of the system of government responsibility.Finally,the government chooses the strategy of implementing responsibility in social organization's participation in social governance.Implementing the responsibility of the government in the participation of social organizations in social governance is the top priority for effective promotion of social governance.At the same time,only the realization of government responsibility can ensure the sustainable development of social organizations and ensure the orderly participation of social organizations in social governance.The author believes that the government's strategies for the implementation of the responsibility of social organizations in social governance are to support the development of our social organizations by raising funds,establishing professional teams and perfecting the supervision mechanism,and promoting the transformation of government functions,strengthening the power of simple government and decentralization,and perfecting our government and social organizations to participate in social governance.The responsibility system is beneficial to avoid the phenomenon of responsibility buck in social governance,improve the legal environment of social organization to participate in social governance,open the legal system of participation,and finally improve the management mechanism to ensure the realization of the government's responsibility.
