At present the traditional family structure is changing, leaving more elderlypeople unattended by children. The traditional family supporting is difficult to take onheavy responsibilities. Pension institutions have not been accepted by the elderlypeople, which are expensive and lack affection. Under this circumstances, communityservice-oriented home care, with the characteristics of living at home, relatively lowcost, and family around, is more popular with the majority of elderly people, and thishas brought new hope to the pension business. However, there are numerous practicalproblems during the construction of the community service-oriented home care, suchas poor home care service, insufficient capital investment, delayed development ofmarket operation mechanism. Undoubtedly the construction of the communityservice-oriented home care will be greatly promoted with utilization of the privatecapital which has rapidly accumulated with numerous resources and marketexperience since the reform and opening-up.This thesis starts with the service demand analysis by elderly population,thenceforth summarizes the current situation and the insufficiency of communityhome care service development. It proposes that the investment of private capital incommunity home endowment construction is conducive to relieve the financial deficit,enhance service standard, and improve operation efficiency. The thesis furtherarticulates the feasibility of introducing private capital into community service of agedcare at home through reviewing and summarizing the accumulation, investment andfinancing situation, capital operating environment of private capital in our country.Thereafter, it analyzes the practical obstacles in getting private capital involved incommunity aged care at home by pointing out the potential conflicts between theprofit-driven nature of private capital and the non-profit nature of aged care industry,the difficulty for private capital to refinance under current conditions, the deviationbetween government supportive policies formulation and implementation, and theinsufficient participative enthusiasm of the elderly group. Thereby, the thesis proposed that while maintaining the public welfare in the home-based care service, we shouldas well protect the benefits of the private capital, and promote the sustainabledevelopment of the pension business investment. Finally, from the perspective ofgovernment, private capital and the aging population respectively, the thesis putsforward corresponding countermeasures and suggestion.
