| In recent years,with the increasing population,the rapid development of the economy,the advancement of science and technology,the medical level is more and more developed,and the phenomenon of aging is becoming more and more serious.A prominent social problem is the problem of old-age care.The elderly are a large group,supporting the elderly.The issue is related to the construction of a harmonious society in China,and the issue of old-age care for the elderly has received increasing attention.The drawbacks of family pension and institutional pension are increasingly exposed and challenged.Older people in the home-based care mode only need to support the elderly at home.The community and the government can help them according to the needs of the elderly.It can not only maximize the elderly’s needs for the elderly,but also reduce the burden on the government and make rational use of effective resources.It has become a common pattern of old-age care.Since the 1880s,the home-based care service model has been actively promoted in China.It has spread to many large,medium and small cities in China.The state has also introduced many policies to promote the home-based care service model to encourage and support the development of home-based care services.Because there are differences in population,economy,geography,culture,etc.in each place,the development and implementation of home-based care services in each place are also different.Therefore,all localities adhere to the principle of specific analysis of specific issues,and provide appropriate services according to the needs of local elderly to improve the system of home care services in accordance with the local conditions.In short,the home-based care service model is a universally-recognized pension model that is consistent with China’s national conditions and has received responses from all over China.Through reading a large number of relevant literatures,most of the previous studies on home care services focused on the home care service model,the status of home care services and countermeasures,and most of the research is about economically developed cities and culturally rich cities.The research about small cities is less,which makes the research of urban home care service theory more scattered and lack systematicity.This paper takes Hefei City as an example to study and explore the local home care service through literature review and questionnaire survey.Through the survey,it is known that the elderly’s demand for aged care services includes life care needs,medical care needs,spiritual comfort needs,cultural and recreational needs,etc,and the needs of older people with different conditions are also different.The study found that most of the local elderly have higher medical,mental,and recreational needs.However,the supply in this area cannot meet the needs of the elderly.There is a contradiction between supply and demand,and the elderly are not satisfied with the home care service.So the local elderly are increasingly calling for such demand,expressing their hope that in this regard can be given more adequate quality services.The analysis found that these problems are caused by the fact that the elderly are more conservative due to the traditional concept;the professional level of the service provider is lower;the government function is not clearly defined;the service fund is lacking and the source channel is single;the community management is imperfect.Based on these existing problems,combined with the specific conditions of the locality,the following specific suggestions are proposed:First,improve the ideology of community home care services;Second,improve the relevant policies of community home care services;Third,accelerate community home care service personnel training;Fourth,broaden the channels for investment in community home care services;Fifth,improve the community home care service supervision system.I hope that I can make suggestions for the development of local home care services,and do my best to optimize the elderly’s elderly life as much as possible to meet the urgent needs of the elderly. |
