The Practice Research On Community Home Care

The retirement problem has become more prominent due to the restriction of getting old before being rich and the weakness of family supporting function under the background of “silver hair tide” so that community home-based care has become a new effective way of providing for the elderly.In recent years,X County of Jiangxi Province has taken the community home care service as an important measure to actively cope with the aging.Although it has achieved some results,the dilemma has become more and more obvious,which has hindered the development of the services for the aging at home in the county.This paper takes the service center A,in charge of the community home care service of X county,as the research object and carrier,applies the theories of welfare pluralism,community care and organizational legitimacy to explore the status and difficulties of the practice,and investigate its causes.Through the investigation,the author found that the volunteer service model of the community home care service has been formed,the“taking a break” service process is relatively smooth and the basic service projects are effective.However,it also faces many difficulties such as organizational legality defects,single service content,shortage of service funds and less financing channels,poor specialty level of service personnel for the old,and low sense of cooperation in social organizations.In the face of the status and dilemma of X county community home care service,the author draws on the existing successful experience and proposes countermeasures to optimize the practice of community home care services in the county in terms of government policy,social resources and community home care service center.Firstly,we should continuously improve the government's policy system,starting from promoting inter-departmental collaboration capabilities,the frequency of purchasing services.Then,we need integrate social resources by encouraging the participation of social forces and carrying out specialized chain operations of multiple social organizations.Finally,we should improve the management system of the service center,including creating a scientific talent training mechanism,and attaching importance to the individualized needs of the service groups.
