Study On Chinese Charity Organization Mechanism In Perspective Of Cooperative Governance

China’s social security system is far from perfect, leading to the contradiction between the urgent need of charity and the slow development of Chinese charities. The underlying reason for this contradiction is that Chinese charitable organizations operation mechanism is dominated by Chinese government, yet Chinese government has not effectively guide the operation of charity organization. How to balance market and government, so as to improve the efficiency and social welfare effect of charity organization, that is the core principles of Chinese charity organization development mode in the future. In this paper, we construct cooperative governance mode for Chinese charity organization, based on the cooperation of market and government, as well as the coordination of voluntary organization and government.This paper focuses on the comparison of government and market forces to analyze the existing government-dominated mode of Chinese charity organization operation. We summarize three antecedent modes, namely profound marketization mode, market-government cooperation mode, government participation mode, corresponding America charity organization operation, British charity organization operation, and Hongkong charity organization operation.We believe that present Chinese charity organization operation mode is a government dominated mode, in which the offside and absence of governmental management, inadequate security policies and the lack of credibility accounts for Chinese charity organization disorder. To effectively solve the problem, we could build an effective cooperative governance mode, which includes multi-party supply of charitable donation, systemic performance evaluation mechanism, multiple layer composite supervision, cooperation personnel training mechanism. Furthermore, we improve the cooperative governance mode by perfecting the charity law and tax policy.
