Research On Government Response Of Public Service Provision In Contemporary China

Public service is closely linked with people’s life, and the provision of which concerns the work and life of each person. However, it often appears the imbalance between the supply and demand in public service, in real life, which reflects the the problem of government response. The government response in public service provision is a process that the government actively reflects public opinions in the provision of public service or goods.The effective implementation of the government response is significant for public service provision. First, government response improves the efficiency of public service provision because it can satisfy the public preferences under less public resources due to the usualness interaction between the government and public. Second, government response improves the fairness of public service provision because it reflects the appeal of the integration of people due to taking into account of the needs of vulnerable group. Third, government response improves the democracy conscious of the public service because it emphasizes both the citizen participation, joint consultation and the orientation regarding the citizens as customers.China has made some achievements in the response practice of public service provision after decades of efforts. But there are still some problems. The first problem is the lack of response concept. Many public officials are not aware that they should respond to the needs of the people. The second problem is the self-interests of the government and the officials. Some government officials choose not to respond based on their own interests although they have realized that they should respond to the public. The third problem is the hard on the full expression of the aspiration of the people. A part of people don’t want to express because of the lack of modern citizen consciousness and another part of people don’t express due to the high cost in expression which makes the government unable to respond. The fourth problem is that the government is not able to supply public service effectively because of the inertia in the mode of traditional public service provision mode, which limits the response to the needs of the people.In order to realize the government response to the public service provision, it should firstly be established the response concept. The concept should be made on the awareness of administration according to law as the basis, the response directly to the public consciousness as the core and the awareness of mass line as the safeguard. Secondly, it should be improved the incentive mechanism on the related aspects of the response to the citizens, making the government and the officials likely to respond. Thirdly, it should be carried out on the information disclosure and improved the interaction mechanism between government and the public, reducing the public expression costs. Lastly, new service provision mode should be innovated, which plays the role of the government, enterprises and non-profit organization fully.
