Government responsiveness is an important subject in modem administration, andthe research of it involves the system reform and innovation in governmentadministration. Improving the ability of the government response function and trying tobuild up a responsible democracy-participation response mode are important issues incurrent Chinese government reform. To achieve the aim of building an service-orientedgovernment, we must adhere to the people-oriented and civic-based principles, andprovide quality and efficient public service to the public, which need interactionbetween government and citizens. In the process, government response plays animportant role, so improving the responsiveness of government is the inherent andinevitable demand of building a service-oriented government. Comparing with cities,rural areas occupancy rate of public resource and attention rate of survival condition arelower, and at present government response of public service in rural areaslacks generally，so it is necessary to improve government responsiveness of publicservice in rural areas to achieve the target promoting the construction of aservice-oriented government comprehensively in China.With the method of documentary analysis, the first and second part of this articlemainly carried out theoretical research, and described government response,government responsiveness and response mode in detail; The third part analyzed thedifference between public service in rural areas and city public services, betweengovernment response of public service in rural areas and government response of citypublic services to explain selecting the government responsiveness of public service in"rural areas" as research object; The forth part described the right condition of setting upthe democracy-participation response mode in rural areas about public service fromthree aspects of the attitude of government response, hierarchy design and level design;The fifth part described the present situation about the lack of public service in ruralareas and analyzed the reasons also from three aspects of the attitude of governmentresponse, hierarchy design and level design; By the comparative analysis of the forthpart and the fifth part, the article worked out the realized paths setting up the democracy-participation response mode in China and improving governmentresponsiveness of public service in rural areas, which were unfolded from four aspectsof strengthening the ideological construction, perfecting the institutional construction,construct a scientific process and speeding up the vector construction of governmentresponse.At present, the theory and practice of Chinese government response have madecertain achievements, but related researches are still not enough systematic and perfect,and the researches about government response of public service in rural areas involvingrarely. The article based on the research results of the senior scholars, tried to set up thedemocracy-participation government response mode of public service in rural areas ofChina, to improve the ability of government response, make the present situation thatinsufficient supply and oversupply of public service coexist better and promote theequalization of urban-rural public services achieved as soon as possible. But because therestriction of humanities, institutional, reality and other factors in China, it will need tobe a long process to set up a democracy-participation government response mode inrural areas, and there is a long way to go for improving the ability of governmentresponse.
