Since the reform and opening up, the Chinese economy has developed at top speedfor more than thirty years under the leadership of the Chinese Communist Party andthanks to unremitting endeavors and arduous struggles made by people of all ethnicgroups. Social productivity, comprehensive national power and people’s living standardhave been improved greatly. In2010, the economic aggregate of China leaped to thesecond place in the globe. However, system problems, as well as problems of highmaterial consumption, high energy consumption and heavy pollution, start to affect theeconomy adversely. Moreover, the global economy has not recovered from the financialcrisis happened in Western countries in2008, even though relief and adjustment havebeen made in the past recent years. China is affected to a great extent as the ratio ofdependence on foreign trade for the Chinese economy exceeds60%. In such internationaland domestic context, the economic growth rate will slow down to a moderate-highspeed. This will be a New Normal lasting for a long period. President Xi Jinping hasdescribed the New Normal in the current economic situation in consideration of thechanging economic growth rate, the structural adjustment and stimulus packagesimplemented previously. Some people regard the New Normal as “an economicdownturn in China”. Such one-sided and wrong understanding will impede the progressof deepening the reform, and further hinder the realization of the Two Century Goals andthe China Dream.In fact, the New Normal stands for a strategic opportunity period for China. Theopen economy continues to yield dividends. Besides, the late-mover advantage still existsas there is a big gap in per capita income and scientific level compared to developedeconomies. And the overall growth potential will be greatly improved by optimizingeconomic structures and solving system problems. Under the New Normal situation, do agood job in the concept of development education, make party member cadre accuratecomprehensive understanding the New Normal, realize the opportunities and challenges,a clear future direction and focus of reform, which is helpful to comprehensively deepen economic system reform in the new period, promote the sustainable and healthydevelopment of economy, is beneficial to build consensus, strengthen confidence, do agood job in the next period of economy. The development zone as the vanguard ofeconomic development, improve and strengthen the New Normal concept ofdevelopment of the party member cadre education is the administrative committee of thedevelopment zone must attach importance to and do the work.This paper has four parts. Firstly, development modes and ideas concerningdevelopment zones both at home and abroad are studied to determine research approachand methods in this paper. The connotation of the New Normal and its characteristics areelaborated, and the necessity of the concept of development education, main contents andits objectives are discussed. Secondly, an overview of CETDZ and its problems aredescribed to reveal the realistic foundation for education. Thirdly, distinct educationalproblems and their causes are analyzed. Finally, the organization and implementation ofthe concept of development education in CETDZ are explored in depth based on generaltheories of ideological and political education.
