Land is always the important means of production and the source of the old-age security for farmersto live on. In the accelerating urbanization process in China, a great deal of rural land has beenexpropriated for urban construction, resulting in a great many of land-lost farmers. What will thefarmers do after they lost their land? In the background of vigorously promoting urbanization, howcould we ensure a coordinated development of urban and rural areas, and how could we properlyresettle the land-lost farmers? These are the questions that have attracted extensive attention fromgovernments and scholars and triggered in-depth discussion.Zhejiang Provincial Government has adopted an unified planning and centralized way to solve theresettlement problems for the land-lost farmers. In2008, it started the first pilot project in Jiaxing, andin2011, it started the project in Wenzhou, in which, how to arrange centralized and cross-regionalresettlement of farmers has been explored. The centralized and cross-regional resettlement refers to thecentralized resettlement of farmers from one administrative regional to another. From a theoreticalperspective, it can promote the development of urbanization, intensively and economically use land,change the rural backwardness and improve farmers’ living conditions. However, in practice, thiscentralized and cross-regional resettlement deprives farmers of their house sites and keeps them farfrom the land they depend on for survival. The farmers lost their means of production and theirfundamental interest was infringed. At the same time, problems related to demolition, landcompensation, resettlement and culture integration of the farmers similar to that of immigrants havebecome common problems the whole nation faces.This paper analyzed the willingness of the farmers to be resettled and their satisfaction afterresettlement based on a fact-finding survey on the implementation of centralized and cross-regionalresettlement for farmers in Pingyang County, Wenzhou City, and summarized the current problems inthe centralized and cross-regional resettlement of Wenzhou. To solve these problems, this paper putforward countermeasures as follows: First, to raise the monetary compensation standards for landacquisition; Second, to build an employment security system for the land-lost farmers; Third, to set up a“multiple-choice” resettlement model to protect the interests of the farmers; Fourth, to strengthencultural guidance for the farmers in the cross-regional resettlement. The centralized and cross-regionalresettlement of farmers is a novel model in the process of urbanization in China, and there is not muchtheoretical research on this mode. Local governments have limited practical experience.Therefore, to carry out investigation and analysis of the new model of rural cross formation anddevelopment, and raise questions and discussions so as to provide some valuable references for thefurther policy making and implementation is the highlight of the innovation in this paper.
