Research On The Transformation Of Industry Associations In Jiangsu Province

For a long time,the trade associations in Jiangsu Province have been operating under the system of double registration and double management,and they rely heavily on the government.All kinds of resources needed for daily operation are provided by the government,and the development of work also depends on the arrangement of the government.In order to stimulate the vitality of industry associations,the central government issued the "industry associations,chambers of Commerce and administrative organs" in 2015 The overall plan of "decoupling"(hereinafter referred to as the "overall plan")puts forward that the industry association should take "legally established,independently running,service-oriented,governance norms,behavior self-discipline" as its own transformation goal,and the administrative organs at all levels should separate from their respective competent industry associations in the five aspects of organization,function,assets,personnel,and foreign affairs of Party construction within the prescribed time limit,breaking through In addition to the dependence of industry associations on the government,it helps them to transform to self running.Then the industry associations in Jiangsu Province were pushed into the process of transformation,and quickly separated from the government agencies in terms of people and property,losing the support of various resources of the administrative agencies.But at the same time,these institutions lack the ability to access resources in the market.Some industry associations are in trouble for a while,and even a few organizations are in danger of closing down.Therefore,it is of great research and practical value to analyze how the industry associations in Jiangsu Province can reasonably obtain and use resources to promote their own healthy development in the process of transformation.Based on the theory of resource dependence,through literature review and current situation analysis,the core resources of industry associations can be summarized as human resources,material resources,public trust resources and member resources.First of all,it analyzes the way of obtaining the core resources of the traditional government-run Industry Association,and finds out the dependence mode and degree of the industry association on the government before the transformation.Then,in the order of the separation of institutions,functions,assets and finance,personnel management and foreign affairs of Party construction,the paper studies the challenges faced by the industry associations in the process of separation from the government.Finally,based on the mature experience of some foreign trade associations,and guided by the strategy of changing foreign dependence put forward by the theory of resource dependence,this paper puts forward four specific strategies for the trade associations in the process of transformation: actively using multiple resources,actively mining endogenous resources,seeking to establish mutual aid Alliance,and constantly creating environment,so as to help the trade associations in the process of transformation In the process of model,we can obtain all kinds of resources smoothly,and achieve the transformation goal of "set up according to law,independently running,service-oriented,standardized governance and self-discipline behavior".
