| It is the key point to comprehensively deepening reform and modernization of governance of our country, is also the important and difficult point to our reform of government management system. The work of building up the market system has been in full swing. The macro-control system has improved constantly.The public policy is an important carrier to analyze and research the transformation of government functions. On the basis of the theory of policy type and the theory of public goods, it has discussed three questions. The first is the distribution of the education policy in Jiangsu Province in different periods, if we classify them based on the theory of policy type and the theory of public goods. The second is analyzing feature and trend of the transformation of government function from the subject, the range of action and the mode of action. The third is comparing the similarities and differences of the transformation government functions in province and central.In this article, there are 1132 policy versions of Jiangsu Province’s higher education from 1990 to 2014, as the research object. By the theory of policy type, these research samples are carried out empirical study from four dimensions, the time, the department, the mode of action and the range of action. By contrast to national policy versions, it researches and analyzes our government to whom and what govern how to govern in the different periods of our government’s development. Then this article have come to the conclusion. From the principal of government functions, each department has authority and responsibility with a high level of specialization. Secondly, from the mode of government’s functions, there is no fundamental change to our governance model of enforcement and concreteness. Thirdly, from the range of government’s functions, government role has gradual changed. It is still the main role as a producer to the government.
