It is the urgent time to strengthen the civic modern culture andeducation through the reflections by culture of the folk credit crisis inWenzhou. Currently, I believe that the academic study of the civil modernculture and education, which is taking the legal culture as the core isinadequate; and all the relative research about the culture causes of theWenzhou folk credit crisis is lack of systematic and rational study ofscience. In order to explore the civic modern cultural and educationalcountermeasures for eradicating the “crisis”, seek the realistic path forWenzhou traditional culture to transform and upgrade in front of Themodern market oriented economic situation, improve our citizens’modern cultural literacy, and promote the modernization process ofChina’s culture, through the combing of the theories of the Humanitymodernization, modern culture and the civic education, this study is going to implant the empirical analysis to the “crisis” culture roots by themethods of statistical questionnaires and interviews.This study contains five parts. Part one is the introduction, itintroduces the research background and significance, research review,research methods and innovations; part two is basic on Inkeles’ theory of“human modernization”, and elaborate the mean idea that are the essenceof the human modernization is the culture modernization, developing thecultural modernization must build a civic modern culture, and the core ofenhancing the civic modern culture is implanting legal culture education;Part three is analyzing the culture factors of the Wenzhou folk credit crisis,and the main points are including the cultural causes of the crisis, thecultural roots of the crisis harm spreading, and the cultural limitations ofdealing with the crisis. Part four is eradicating the “crisis”, the thereaspects can not be ignored are the guiding by the government, thescientific promotion of the social media, and the school education tostrengthen civic education, especially the civil modern culture andeducation that is taking the legal culture as the core.
