Then the article stated vital function of the public opinion surveillance over administrative power in detail. It can ensure the legality and effectiveness of administrative power, help to formulate executive decision scientifically and democratically, make government affairs public, keep administrative power in control, evaluate officers’moral level, virtue and civilization, broaden the public’s means to participate in the administration. Next, the article analyzed the specialty of administrative power, advantage and vital function of public opinion surveillance, supervision result and so forth to demonstrate the necessity of the public opinion surveillance, it is the extension of the right to information and participation right. It is able to reach the broadest possible mass basis.In our country, public opinion surveillance still confronts with many realistic difficulties.
