Research On County’s Equalization Of Basic Public Cultural Services In The Original Central Soviet Area Of Southern Jiangxi Province

In order to realize the revival of the Chinese nation, we should achieve not only economic take-off, but also rely on the prosperity of culture. The original Central Soviet area of southern Jiangxi province is one of the birthplaces of our party. The Reform and Opening-up has brought sweeping changes to this area, compared with developed areas, there is a great gap between the area and developed areas. In this paper, the basic public cultural service was combined with the original Central Soviet area county of southern Jiangxi, and researched the status situation of basic public cultural services in the county from the angle of equalization, in order to make certain practical value to promote equal basic public cultural services in this region.To know the degree of equal basic public cultural service of the various counties indicators, this paper selects four first-level indexes:the public cultural fiscal expenditure, public cultural facilities, public cultural activities and cultural consumption of the selected ten original Central Soviet area counties of southern Jiangxi, and evaluates the12second-level indicators which consist of the four indexes by constructing the basic system of public cultural services. After analyzing, I have learned that there are many aspects problems in the ten counties surveyed, such as the small amount of public culture fiscal expenditure and the huge gap, low level of public cultural facilities construction, centralized distribution of public cultural facilities, insufficient cultural consumption and low degree of social participation to cultural activities and the lack of cultural talents, etc.There are three factors which restrict equal development of basic public cultural services in the original Central Soviet area county of southern Jiangxi. Firstly, supply system, which includes single structure and inefficient of supply main body, the backward government concept of culture development, the backward supply way, and the single cultural products. Secondly, the fiscal system, which includes that local economic development lags behind, the cultural fiscal investment proportion is low, and the intergovernmental finance power does not match the administrative authority. Thirdly, supervision system, which includes that lacking scientific and reasonable evaluation system of the basic public cultural services, and administrative accountability is not strong enough, etc.Based on the above restriction reasons, this article, from two aspects about system construction and realistic countermeasures, expounds some countermeasures and suggestions which promote the equal basic public cultural services in the original Central Soviet area county of southern Jiangxi. The system construction includes that improving the system of public fiscal expenditure, the system of residents, income distribution, the system of official achievement appraisal, the system of basic public culture supply as well as creating the system of equal basic public cultural services. The realistic countermeasures include strengthening the economic strength of the original Central Soviet area of southern Jiangxi, changing government concept of public cultural development, strengthening the construction of cultural talent team, speeding up the infrastructure construction of basic public culture, strengthening propaganda and education, enriching culture activities and improving participation.
